Richard and his Baby Brother

I said no to yet another placement call today. This one for 2 year old Richard and his 5 day old baby brother. Richard has been found wandering his apartment complex 3 times in the last month and so some neighbors decided to report it. He and his brother were sent to a shelter and his parents asked to take drug tests which they refused. I couldn't fathom having two 2 year olds and a newborn and felt, once again, this was not the placement for us to take. I'm sure these 2 boys will find the perfect foster home and continue to pray for our Baby Bubba.
